The Universal Declaration Of Human Rights is a non-binding declaration, so the right to adequate housing was codified into a binding treaty law by the International Covenant on Economic, Social, and Cultural Rights (ICESCR) in 1964.
Can The Right To Housing Solve California Homelessness?
What would the right to housing do? The proposed amendment recognizes the fundamental right to "adequate housing" for everyone in California. Local and state lawmakers must work toward fulfilling that right "by all appropriate means".
